In everyday life, we often make group choices without using money: voting in elections, picking a movie with friends, deciding on a restaurant. Earlier in this course, we saw how clever payments can line up selfish interests with the group’s goal. But what if we simply cannot use money? Can we still design rules that coax honest information out of people? This chapter explores that question — and the surprising fact that, without transfers, only extreme or carefully restricted rules can avoid people lying strategically.
