We often imagine that governments are wise referees stepping in to fix market failures and serve the common good. But the people inside government—voters, politicians, and bureaucrats—are human beings with their own goals and constraints. This chapter applies the same economic lens we use to understand consumers and firms to the arena of politics, revealing why collective decisions are often messy, inconsistent, and far from perfect.
